何龙祯，字卜熙，号胜虚。新会人。明神宗万历四十一年（一六一三）进士。初授镇江府儒学教授，转学正。寻转工部虞衡清吏司员外郎，出守赣州、凤翔两府知府，累升云南按察司副使兵巡洱海道，寻升太仆寺少卿。清顾嗣协《冈州遗稿》卷五有传。
