彭次云，名构（《宋诗纪事小传补正》卷二），以字行，瓯宁（今福建建瓯）人。仁宗嘉祐二年（一○五七）进士。神宗元丰四年（一○八一），以秘书丞为广南西路提点刑狱。哲宗元祐三年（一○八八），为成都路转运使，旋改淮南路转运使。四年，徙京西路转运副使（同上书卷四三五）。七年，权发遣江淮荆浙诸路发运使（同上书卷四七五）。今录诗四首。
