冯起，太宗淳化元年（九九○）官右正言、直史馆，自西川转运使召入守本官知制诰，后出知濮州（《宋会要辑稿》职官三之一三）。四年，为诸路巡抚（同上书职官五○之一）。至道二年（九九六），迁祠部郎中。真宗咸平三年（一○○○），知梓州，徙襄州。景德二年（一○○五），知澶州。大中祥符七年（一○一四），以授户部侍郎致仕。
