西汉末年，王莽代汉称帝，改国号新，他残暴统治引起绿林、赤眉等大型农民起义。刘秀兄弟乘机加入绿林军，他们联合下江军王常、成丹、张卬。两军合并齐心同力、锐气益壮，没几天就歼灭了王莽的精锐部队甄阜和梁丘赐。
