开源节流的典故
战国时期，思想家荀况在《富国篇》中阐述富国的策略，若要国家富强，就要爱护百姓，在收支上开源节流。百姓才能安居乐业去发展生产，国家才能富强。如果不顾生产，只顾浪费物资，百姓就会十分贫困。所以“下贫则上贫，下富则上富。”
